Legal Committee

The Legal Committee adjudicates disputes, ensures compliance with constitutional provisions, reviews appeals, and provides legal guidance to the Executive Committee and all affiliated bodies.

Mandate

Legal Committee Functions

Dispute Resolution

Adjudicates disputes between member organizations, athletes, coaches, and officials. Conducts formal hearings with due process and issues binding orders within 60 days of filing.

Constitutional Compliance

Ensures all MAAG activities, elections, and policies comply with the MAAG Constitution, Gujarat Sports Act, and applicable laws of the Government of India.

Contract Vetting

Reviews and approves all major contracts, MOUs, sponsorship agreements, and affiliation documents before execution by the Executive Committee.

Ethics & Integrity

Enforces the MAAG Code of Ethics. Investigates allegations of corruption, doping, match-fixing, and misconduct. Recommends appropriate disciplinary actions.

Appeals Tribunal

Functions as a second-tier appeal body for decisions made by the Discipline Committee and the Selection Committee. Final appeals may be referred to the Sports Disputes Tribunal, Gujarat.

RTI & Governance

Oversees RTI compliance, ensures timely disclosure of information, and interfaces with the Gujarat State Information Commission as required.

Process

Appeal / Dispute Process

File Complaint

Submit written complaint with supporting documents to the MAAG Legal Committee Secretariat within 30 days of the incident.

Preliminary Review

The Committee conducts a preliminary admissibility review within 7 working days and notifies all parties.

Formal Hearing

A formal hearing is scheduled. Both parties present evidence and oral submissions before the panel of three members.

Order Issued

A binding written order is issued within 60 days of complaint filing. Orders may be appealed to the Sports Disputes Tribunal, Gujarat.

Filing a Complaint

To file a complaint or appeal, send a written application along with supporting documents to: legal@maag.gujarat.gov.in or by post to: MAAG Legal Committee, Sports Authority of Gujarat, Sector-15, Gandhinagar – 382016. A filing fee of ₹500/- (non-refundable) is applicable.
